1.OSNOVNA PRAVILA I KODEKS PONAŠANJA
1.1 Takmičenje sačinjavaju klubovi sa područja Srbije , Bosne i Hercegovine, Crne Gore, Hrvatske , Severne Makedonije i Slovenije, Grčke i Kipra.
1.2 Liga se igra isključivo u co-op modu 3vs3
1.3 Liga se može proširiti za još klubova ukoliko se stvore uslovi za to.
1.4 Zabranjeno vređanje na rasnoj, verskoj, nacionalnoj osnovi ili napad/diskriminacija protiv bilo kog člana naše lige.
1.5 Timovi su obavezni da se pojave i postupe u skladu sa svim zahtevima medija koje organizator lige može imati u cilju održavanja ili podizanja standarda prenosa, promocije lige i marketinga. Od strane prihvatanja učešća, klubovi prihvataju obaveze promocije same lige na svojim klubskim , ličnim stranicama i društvenim mrežama.
1.6 Zvaničan vid komunikacije EPC lige je Discord. UO lige ce napraviti Discord kanale svakom timu gde mogu pisati organizatoru i zbog toga Discord uvek treba redovno proveravati kako ne bi propustili nijednu važnu objavu.
2. SISTEM TAKMIČENJA
2.1 Liga 1 se sastoji od 14 klubova koji igraju medjusobno svako svakim (jednokružno). Broj klubova u ligi 2 će biti naknadno objavljen u zavisnosti od broja prijavljenih klubova.
2.2 Takmičenje se sastoji od ligaškog dela , play-off dela i kup takmičenja.
2.3 Plasman po ligama
– Liga 1:
* 1-8 mesto – plasman u ¼ finale
# (1 vs 8) vs ( 4 vs 5) VS (2 vs 7) vs ( 3 vs 6)
* 9,10 i 11 mesto – opstanak u ligi 1
* 12 mesto – baraž za opstanak u ligi 1
* 13 i 14 mesto – ispadanje u ligu 2

U kup takmičenju učestvuju ekipe iz 1 i 2 lige i igra se nokaut faza (1 meč) . Finale se igra u Bo3 formatu.
Samo finale kupa će ići u live prenosu na TV Arena Esport.
Za sve ostale mečeve je obavezan snimak meča (Stream ili snimljen meč na Youtube )
2.4 Za plasman u ligaškom delu se računaju sledeći parametri :
– Medjusobni susret
– Gol razlika
– Broj datih golova
– Ukoliko oba protivnika imaju sve iste parametre odlučiće novi meč koji će se dodatno odigrati.
2.5 Utakmice će se igrati po kalendaru koji organizator dostavi pre početka lige. Sve takmice će se prikazivati uživo u multiprenos formatu na kanalu Arena eSport.
3. KLUBOVI
3.1 Klubovi koji se takmiče u ligi 1 su:

- Lokomotiva Zagreb eSports (HRV)

Klubovi u ligi 2 će biti naknadno objavljeni nakon prijava .
4. OBAVEZE KLUBOVA I IGRAČA
4.1 Klub je u obavezi da obezbedi svojim igračima opremu za mečeve (dres , majica) sa simbolima kluba , kao i sliku igrača u opremi.
4.2 Svaki klub je u obavezi da u svom rosteru ima od 4 do 6 igrača prijavljenih od strane kluba za takmičenje.
4.3 Svaki klub je u obavezi da bude prisutan na društvenim mrežama (Instagram , Twiter)
4.4 Klub je u obavezi da pošalje zvaničan spisak igrača učesnika lige, logo I zvanične boje kluba do označenog datuma.
4.5 Klubovi ne mogu odbiti da njihove utakmice prenosi ovlašćeni media partner lige. Emitovanje može da odbije samo UO lige. Timovi su saglasni da sarađuju kako bi se prenosile utakmice
4.6 Kapiten tima je dužan da slika postavu svoje ekipe sa svim izmenama, kao i protivničku ekipu, kako bi UO lige imao uvid u postave ekipa i da li postoji nepravilnost u postavama i koji su igrači korišćeni.
4.7 Igrači čiju sliku bude uzimao media partner za prenos, MORA imati fiksiranu kameru i bez pomeranja i drmanja iste.
4.8 Kapiten ekipe je dužan da obezbedi organizaciji jednog igrača za preuzimanje slike (share screen) za live prenos meča. Za sporedni meč (koji se prikazuje u multiprenosu) potrebno je obezbediti live stream na Youtube kanalu.
4.9 Ekipe u prvoj ligi imaju prava na maksimalno dva stranca na terenu .
4.10 Kapiten ekipe je dužan da pošalje jedan dan ranije lineup za meč (discord #Match rooms)
4.11 Obaveze igrača tokom live i sporednih mečeva su:
– Da se pred početak meča nakon dobijanja linka za kamere uključe uživo na video poziv i obezbede sliku svog lika tokom celog meča. (LIVE meč)
– Ne prekidati radovanje nakon datog gola I da puste samo prvi usporeni snimak (LIVE i sporedni meč) OBAVEZNO !!!
– Da budu u klupskoj opremi tokom meča (LIVE meč)
– Jedan od igrača da omogući live stream (Youtube) (Sporedni meč) u rezuluciji 1080p (OBAVEZNO)
– Dozvoljena je interakcija radovanja , tugovanja, šale, pozdravljanja, ali striktno je zabranjeno vređanje protivnika kao i nedolično ponašanje.
– Igrači su obavezni da prilikom ulaska na link kamere upišu svoj PSN nick.

4.12 Obaveza svih registrovanih igrača je da 7 dana pre početka lige urade proveru svojih tehničkih mogućnosti sa produkcijom media partnera.
4.13 Zbog kvaliteta konekcija između timova i igrača, u ligi mogu nastupati samo igrači koji se nalaze u Evropi.
– UO lige ima prava da stupi u proveru konekcije svakog člana lige ukoliko posumnja na ispravnost tehničkih mogućnosti.
– UO lige nije dužan da unapred najavljuje proveru konekcija ukoliko za to bude potrebe.

#Smart assist pravilo
- Svaki igrač je u obavezi pre ulaska u sobu za meč da uđe na svoja podešavanja (OBAVEZNO)
EXTRAS > GAME SETTINGS > CONTROLLER > Δ DETAILED SETTINGS > SMART ASSIST (OFF)
Nakon toga ulazi u sobu i igra svoj meč .
NAKON MEČA JE OBAVEZA SVAKOG IGRAČA DA SNIMI SVOJ MEČ na kome se vidi da je pre meča isključen SMART ASSIST i ceo meč (ukoliko neko ne zna biće mu objašnjeno kroz video tutorial)
Snimak meča je u obavezi da čuva 2h nakon odigranog meča i u slučaju žalbe protivnika postavi svoj video na svoj Youtube kanal.
Rok za ulaganje žalbe je 2h nakon odigranog meča.
5.2 Pravila na samom meču jesu da je dozvoljeno sve kao u pravom fudbalu osim zadržavanja vremena.
5.3 Zadržavanje lopte će se smatrati kršenjem pravilnika samo ukoliko ekipa nakon drugog vraćanja lopte golmanu ne ispuca loptu.
5.4 Prvi pas i povratak golmanu je dozvoljen, nakon čega golman bira da li odigrava pas ili ispucava, ukoliko se odigra pas, nakon toga svaki ponovni povratak lopte golmanu značiće da golman mora da ispuca loptu i nema prava odigravanja novog pasa.
5.5 Ukoliko dodje do ispadanja jednog igrača sa meča do 10 min igre, meč se ponavlja.
Ukoliko je nakon tog perioda, meč se nastavlja.
6. TRANSFERI
6.1 Svaki klub polaže pravo na 1 transfer u toku sezone, igrač se može dovesti na polusezoni, a UO lige je dužan da obavesti kada je polusezona na Discord kanalu.
6.2 Pozajmice igrača ne postoje.
6.3 Ukoliko ekipa ima registrovan minimalan broj igrača, i poželi na polusezoni da dovede igrača iz neke druge ekipe, potrebno je potvrditi dogovor izmedju dva kluba.
7. KARTONI I KAZNE
7.1 Pristupanjem ligi u organizaciji BEO zajednice, svaki pojedinačni igrač je prihvatio uslove i pravilnik same lige i organizacije.
7.2 Generalno nepoštovanje fer pleja, nepoštovanje lige i organizacije, nepoštovanje protivnika ili bilo kakvo negativno uticanje na ligu, može dovesti do određenih sankcija po igrača i klub.
7.3 Direktan crveni karton znači pauziranje igrača koji ga je napravio sledeće kolo.
7.4 Ukoliko igrač dobije crveni karton, i nakon pregledanja snimaka UO lige odluči da je karton dosuđen kao jasan vid namere da se naruši fer plej, taj igrač će biti suspendovan za igranje naredno kolo takmičenja.
7.5 Kada igrač dobije crveni karton, a jasno je da nije bilo namere urušavanja fer i sportskog ponašanja, UO lige takve kartone će uzeti u razmatranje uz mogućnost poništavanja kazni.
7.6 Ukoliko igrač ili klub ne ispoštuju zahteve organizatora i media partnera, biće sankcionisani od strane OU lige.
7.7 Nakon svake završene utakmice, kapiten tima je dužan odmah da prijavi nepravilnosti protivničke ekipe ili postavke meča.
7.8 Ako se u timu nalazi igrač sa zabranjenom karticom (Legendary, Iconic, Epic, Boost), protivnički tim ima pravo na službenu pobedu.
7.9 Ukoliko se nalazi nedozvoljeni igrač u timu koji je poveden na utakmicu, a taj igrač ne odigra ni sekunde meč, smatraće se kao da nije ni poveden na utakmicu.
7.10 UO lige zadržava pravo da uočene nepravilnosti ili prevare kažnjava izbacivanjem igrača ili kluba iz takmičenja.
7.11 Ukoliko ekipe koje nisu ispunile zahteve Lige i Media partnera, osvoje neku od nagrada kazna će biti 20% od ukupne osvojene sume
7.12 Neispunjavanje obaveza prema Ligi I Media partneru : prvo ide opomena,nakon druge opomene stupa se u oduzimanje bodova -1 bod.
7.13 Ukoliko jedan od igrača koji je nastupao na meču nakon uložene žalbe protivnika, nema snimak meča za #Smart Assist pravilo njegovoj ekipi ekipi će biti oduzeti osvojeni bodovi.
8. PRIHODI I NAGRADE
8.1 Svaka sezona EPC lige raspolaže sa određenim nagradnim fondom, koji će biti objavljen pre početka lige.
8.2 Na kraju svake sezone biće dodeljena nagrada u vidu pehara za MVP lige, najboljeg strelca, kao i najboljeg asistenta lige.
8.3 Balkan eSport Organizacija je obezbedila i robne nagrade, koje će se dodeljivati na kraju sezone.
8.4 Osvajač kupa odnosi celu nagradu.
8.5 U sezoni 3 EPC lige nagradni fond će biti 3.400€ + robne nagrade.

8.6 Organizacija je dužna da isplati nagrade najkasnije 45 dana po završetku lige i završnog turnira.
9. SPONZORI
9.1 Organizacija poseduje svoje tehničke sponzore, partnere i generalnog sponzora.
9.2 Opšti uslovi sponzorstva su poslovna tajna zaključena između Balkan eSport Organizacije i sponzora.
9.3 Media sponzor organizacije i lige je Relog Media i Arena eSport kanal. Svaki zahtev koji postavi naš media sponzor, organizacija, klubovi i igrači su dužni da ispoštuju.
9.4 Ukoliko neki od timova ili eSport organizacija koji se takmiče pod okriljem BEO asocijacije, imaju svoje sponzore i partnere koji imaju saradnju sa drugim brendovima, dužni su da obaveste organizaciju i organizatora.
9.5 Organizacija zadržava pravo sklapanja novih sponzorskih ugovora u toku trajanja takmičenja.
9.6 Sklapanje novih sponzorskih ugovora ne sme uticati na početni nagradni fond i biti manji od predstavljenog na početku takmičenja.
10. RASPORED TAKMIČENJA
10.1 Organizacija je dužna da dostavi kalendar takmičenja pre početka lige ili turnira.
10.2 Kalendar takmičenja je napravljen u dogovoru sa media partnerom i kao takav ne sme se menjati od strane BEO asocijacije i lige.
10.3 Kalendar takmičenja može biti promenjen samo ako media partner dostavi zvaničan dopis organizaciji.
10.4 Organizacija je dužna da obavesti kapitene timova ukoliko dodje do pomeranja datuma odigravanja nekoliko dana ranije.
10.5 Do pomeranje utakmica može doći samo ukoliko media partner nije u mogućnosti da prenosi mečeve u već u napred dogovorenom terminu.
10.6 Utakmice će biti odigravane u terminu koji je postavio media partner.
10.7 U live emitovanju će biti prenošene tri utakmice koje izabere media partner lige, preostale utakmice su OBAVEZNE da budu streamovane na Youtube platformi biće prikazane kao SPOREDNI mečevi u multiprenos formatu.

**1. BASIC RULES AND CODE OF CONDUCT**
1.1 The competition consists of clubs from Serbia, Bosnia and Herzegovina, Montenegro, Croatia, North Macedonia, Slovenia, Greece, and Cyprus.
1.2 The league is played exclusively in co-op mode 3vs3.
1.3 The league may expand to include more clubs if conditions permit.
1.4 Insulting based on race, religion, nationality, or attacks/discrimination against any member of our league is prohibited.
1.5 Teams are obligated to appear and comply with all media requirements that the league organizer may have to maintain or raise the standards of broadcasting, league promotion, and marketing. By accepting participation, clubs agree to promote the league on their club, personal pages, and social media.
1.6 The official communication channel for the EPC League is Discord. The league’s Management Board will create Discord channels for each team where they can communicate with the organizer, so Discord should always be checked regularly to avoid missing important announcements.
**2. COMPETITION SYSTEM**
2.1 League 1 consists of 14 clubs that play each other (single round). The number of clubs in League 2 will be announced later depending on the number of registered clubs.
2.2 The competition consists of a league phase, a play-off phase, and a cup competition.
2.3 Standings in the leagues:
– League 1:
* 1st to 8th place – qualification for the quarter-finals

* 9th, 10th, and 11th places – survival in League 1
* 12th place – relegation play-off for League 1
* 13th and 14th places – relegation to League 2

Teams from League 1 and 2 participate in the cup competition, which is played in a knockout phase (1 match). The final is played in a Bo3 format.
Only the cup final will be broadcast live on TV Arena Esport.
For all other matches, recording (stream or recorded match on YouTube) is mandatory.
2.4 The following parameters are considered for league standings:
– Head-to-head matches
– Goal difference
– Number of goals scored
– If both opponents have identical parameters, a tiebreaker match will be played.
2.5 Matches will be played according to the calendar provided by the organizer before the start of the league. All matches will be broadcast live in a multi-broadcast format on the Arena eSport channel.

Clubs in League 2 will be announced later after registrations.
**4. OBLIGATIONS OF CLUBS AND PLAYERS**
4.1 Clubs are required to provide their players with match equipment (jerseys, shirts) featuring the club’s symbols, as well as a photo of the player in the equipment.
4.2 Each club must have a roster of 4 to 6 players registered for the competition.
4.3 Each club is obligated to maintain a presence on social media (Instagram, Twitter).
4.4 Clubs must submit an official list of participating players, the logo, and the official club colors by the designated date.
4.5 Clubs cannot refuse the broadcast of their matches by the league’s authorized media partner. Only the league’s Management Board can decline broadcasting. Teams agree to cooperate to ensure matches are broadcast.
4.6 The team captain is required to take a screenshot of their lineup with all substitutions, as well as the opposing team, so the league’s Management Board can verify team lineups and identify any discrepancies regarding used players.
4.7 Players whose images are captured by the media partner for broadcasting MUST have a fixed camera that is not moved or shaken.
4.8 The team captain is responsible for ensuring that one player shares their screen for the live broadcast of the match. For secondary matches (which are displayed in a multi-broadcast), a live stream on YouTube must be provided.
4.9 Teams in the first league are allowed a maximum of two foreign players on the field.
4.10 The captain of the team is obliged to send the lineup for the match one day before (discord #Match rooms)
4.11 Player obligations during live and secondary matches are:
– To join the video call live after receiving the camera link and provide a view of their character throughout the match (LIVE match).
– Not to interrupt celebrations after scoring and to allow only the first slow-motion replay (LIVE and secondary match). MANDATORY !!!
– To wear club equipment during the match (LIVE match).
– One of the players must enable the live stream on YouTube in 1080p resolution (MANDATORY)(secondary match).
– Interaction during celebrations, expressions of sorrow, joking, and greetings are permitted, but insulting opponents and inappropriate behavior is strictly prohibited.
– Players are required to enter their PSN nick when joining the camera link.

4.12 All registered players are obligated to check their technical capabilities with the media partner’s production team 7 days before the league starts.
4.13 Due to connection quality among teams and players, only players located in Europe may participate in the league.
– The league’s Management Board has the right to check the connection of any league member if they suspect technical issues.
– The Management Board is not obliged to announce connection checks in advance if necessary.

# Smart Assist Rule
– Each player is required to enter their settings before entering the match room:
EXTRAS > GAME SETTINGS > CONTROLLER > Δ DETAILED SETTINGS > SMART ASSIST (OFF)
After that, they enter the room and play their match.
AFTER THE MATCH, EACH PLAYER MUST RECORD THEIR MATCH, showing that SMART ASSIST was turned off before the match and the entire match (if anyone is unsure, they will be explained through a video tutorial).
The match recording must be kept for 2 hours after the match, and in case of a dispute, they must upload their video to their YouTube channel.
The deadline for filing a complaint is 2 hours after the match.
5.2 The rules during the match allow everything as in real football except time-wasting.
5.3 Time-wasting will be considered a violation of the rules only if the team fails to kick the ball after the second return to the goalkeeper.
5.4 The first pass and return to the goalkeeper is allowed, after which the goalkeeper chooses whether to play a pass or clear the ball. If a pass is played, any subsequent return to the goalkeeper means the goalkeeper must clear the ball and cannot play a new pass.
5.5 If a player drops out of the match within the first 10 minutes of play, the match is restarted. If this period has passed, the match continues.
**6. TRANSFERS**
6.1 Each club is entitled to 1 transfer during the season; players may be brought in during the mid-season, and the league’s Management Board is obliged to announce when the mid-season occurs on the Discord channel.
6.2 Player loans do not exist.
6.3 If a team has the minimum number of registered players and wishes to bring in a player from another team during the mid-season, an agreement between the two clubs must be confirmed.
**7. CARDS AND PENALTIES**
7.1 By joining the league organized by the BEO community, each individual player has accepted the terms and regulations of the league and organization.
7.2 General disrespect for fair play, the league, and the organization, disrespect for opponents, or any negative impact on the league may lead to certain sanctions for the player and the club.
7.3 A direct red card results in the player who received it being suspended for the next round.
7.4 If a player receives a red card, and after reviewing the footage the league’s Management Board decides that the card was issued as a clear attempt to undermine fair play, that player will be suspended for the next round of the competition.
7.5 If a player receives a red card and it is clear that there was no intention to undermine fair play and sportsmanship, the Management Board will consider such cards with the possibility of rescinding penalties.
7.6 If a player or club fails to meet the requirements of the organizers and media partners, they will be sanctioned by the league’s Management Board.
7.7 After each completed match, the team captain is required to immediately report any irregularities concerning the opposing team or match settings.
7.8 If a team has a player with a prohibited card (Legendary, Iconic, Epic, Boost), the opposing team has the right to a default win.
7.9 If an unauthorized player is on the roster for a match but does not play a single second, it will be considered as if they were never included in the match.
7.10 The league’s Management Board reserves the right to penalize identified irregularities or fraud by expelling the player or club from the competition.
7.11 If teams that have not met the league and media partner requirements win any prizes, the penalty will be 20% of the total amount won.
7.12 Failure to meet obligations to the league and media partner will first result in a warning; after a second warning, a deduction of -1 point will occur.
7.13 If a player who participated in a match does not have a match recording following a complaint from an opponent, the team will have its points deducted due to the #Smart Assist rule.
**8. REVENUES AND AWARDS**
8.1 Each season of the EPC league will have a specific prize pool, which will be announced before the start of the league.
8.2 At the end of each season, awards will be given in the form of trophies for the league MVP, top scorer, and best assistant.
8.3 The Balkan eSports Organization has secured merchandise prizes, which will be awarded at the end of the season.
8.4 The cup winner receives the entire prize.
8.5 In Season 3 of the EPC league, the prize pool will be €3,400 + merchandise prizes.
1st place: €2,000
2nd place: €1,000
3rd place: €200
Cup winner: €200
8.6 The organization is obligated to pay out prizes no later than 45 days after the end of the league and the final tournament.
**9. SPONSORS**
9.1 The organization has its technical sponsors, partners, and a general sponsor.
9.2 The general sponsorship conditions are a business secret between the Balkan eSports Organization and the sponsors.
9.3 The media sponsor of the organization and league is Relog Media and Arena eSport channel. Any requirements posed by our media sponsor must be respected by the organization, clubs, and players.
9.4 If any of the teams or eSports organizations competing under the BEO association have their sponsors and partners collaborating with other brands, they must notify the organization and the organizer.
9.5 The organization reserves the right to establish new sponsorship agreements during the competition.
9.6 Establishing new sponsorship agreements must not affect the initial prize pool and must be equal to or greater than that presented at the start of the competition.
**10. COMPETITION SCHEDULE**
10.1 The organization is required to provide the competition calendar before the start of the league or tournament.
10.2 The competition calendar is created in agreement with the media partner and cannot be changed by the BEO association and the league.
10.3 The competition calendar can only be changed if the media partner provides an official notice to the organization.
10.4 The organization must inform team captains if there are any date changes a few days in advance.
10.5 Match rescheduling can occur only if the media partner is unable to broadcast matches at the previously agreed time.
10.6 Matches will be played at the times set by the media partner.
10.7 Three matches chosen by the league’s media partner will be broadcast live; all other matches MUST be streamed on YouTube and will be displayed as SECONDARY matches in a multi-broadcast format.
